Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.

Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation are necessary.

The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.

The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

This suggests we perform validation both before and after the assessment. This article will concentrate on the first type—assessment tool validation.

The Fundamentals of the Two Types of Assessment Validation

The Meaning of Assessment Validation

As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

We will dedicate this article to assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

Having outlined the two types of validation, it’s time to dive into assessment tool validation.

Ideal Times to Conduct Assessment Tool Validation

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.

There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- your resources get updated
- new training products are added to your scope
- your course gets reviewed against training product updates
- learning resources are identified as a risk during the risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Selecting Training Products for Validation

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Resources Required for Assessment Tool Validation

Teaching Materials

Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.

Learner/student workbook – validate its suitability as an assessment tool. Ensure instructions are clear and answer fields are adequate. This is a frequent gap.

Assessor guide/marking guide – check that there are sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Validation Board

Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.

Collectively, your validation panel should have:

Vocational competencies and current industry skills that relate to the unit being validated

Recent expertise and skills in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

Essential Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Are different options available in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Rules of Evidence

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool verify that the work is the candidate’s own?

Currency – Do the assessment tools reflect current units of competency and modern industry practices?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:

Practice What You Preach

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

changing nappies

bottle preparation, bottle-feeding infants, and cleaning equipment

solid foods preparation and feeding babies

appropriately respond to baby signs and cues

settle infants for sleep and prepare them

monitor and foster physical exploration and gross motor skills appropriate for the age

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
What kind of information can be included in a work package?
What kinds of information can be included in a work package?

Possible answers include:

Compulsory resources

Associated expenses

Time span of activities

Appointed roles and responsibilities

If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.

Possible answers include, but are not limited to:

Weather conditions – isolation of work area, engineering, PPE

Work area and ground conditions – elimination, isolation, engineering controls

People – isolation, engineering controls, administrative controls

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify here noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
